Yep, me too. No activity counts, despite there being activity.
I submitted one, too, and am still waiting. There's also an intermittent 500 error (page misconfiguration) that crops up on the last page of stories sometimes; this is where the comments are, so I assume they're related. I'd guess that "some of the authors have an annoying, persistent notification bug" are stuck in the queue behind things like that.
If you were encountering the same problem, I suggest you check your homepages and see if it went away.
I choose to take this sign as a portent of other good things to come.

Just now I've switched to my pinned tab with the control panel, only to see Works Activity (22) instead of the usual 200, and even that quickly turned into just Works Activity -- i.e., no more stale counter. All Activity has no counter either.
I hard-refreshed and checked the browser on my other computer, and saw the same thing. Looks fixed to me

The optimistic version is that they figured out the count problem, and so they decided to carry on with the migration that had been paused because of it. This leads to intermittent problems for users who hasn't been affected before (because they were on the old system), and those problems will persist at least until the migration is finished. Once that's done, hopefully, they'll apply whatever procedure has fixed the count for me, Simon, etc., leading to notifications on those "straggler" accounts working correctly again.
The timing, yours displaying correctly on the day mine (and others) borks suggests the former, and I'm biased to do so as well.
