He can't beat Isis in the 180 days the War Powers Act allows without a declaration of war or Congressional authorization. They cannot be defeated without boots on the ground. He isn't going to commit American troops on the ground in any kind of number required for the job.
So, what can we draw from that except a lack of desire for victory. I say go to Congress, make the case, get authorization for decisive victory, and I'll support him. I'll support an air campaign within the limits of the War Powers Act, but nothing more.
