The "haves" have enormous manhood size and vote Democratic.

It worked, not as well, for the resistance movements in Europe during WW2. Why not so well? Because the German forces were prepared to use disproportionate reprisals such as at Lidice and Oradour. They didn't have to worry about public opinion or a free press.

If the enemy is embedded in the population and supported, however unwillingly, by the population then it is very difficult for a traditional military force to 'win', particularly if the enemy has access to external support such as finance and weapons.
