Tell me, does a District Court Judge have the power to tell the Administration who they MUST give a security clearance to? If so, please quote the appropriate section of the Constitution which authorizes it.

Can't find it? Neither can anyone else. Which means there isn't any.

So, when a judge tells the Administration that they cannot take away any security clearances Perkins Coe has, what the judge is really saying is that the court is now in charge of who gets one and who doesn't.

Which is clearly an activist position rather than a legal one since there's no authority for the court to do so.

Judicial review is not limited to that. The whole body of American law is within a judge's ambit. If there is any statute, regulation or precedent governing security clearance, a judge could base such a decision on that.
