Moore's CO recommended him for the medal, and also encouraged him to list it on his application for the White House fellowship in 2006 because he expected it to be rewarded by the time the application would be considered. Moore did get the fellowship, but the paperwork never went through. Anyone who has ever done any sort of government work knows things like that fall through the cracks all the time. In any event, Moore did finally get the star last year:

I doubt it. He's smart enough to know running against a popular incumbent in a blue state in what is likely to be a very inhospitable year for his party is not a good career move.
