Rape isn't necessarily the same as reluctance or non-consent. CNC is a landmine of a fetish, but not the only one. I gather some people actually enjoy being the object of it. Real life CNC play has to make the consent explicit because that's how real people work, but in fiction, it's OK to be a little murkier. "Reluctance" is even broader, encompassing arranged marriage as someone has already said and "I consent to X but then Y also happened" and more things that real people deal with.

The site could tweak its rules about this stuff, people have already mentioned the publishing guidelines and here's a direct link, but I think eliminating the category would be going too far.

If you're saying that Taboo/Incest is off-topic here, I disagree. It's more popular than R/NC by the numbers and roughly equally risky legally and morally.
