I do judge the Clash in context-in the context of rock, not the context of "punk rock" or political rock. Superlatively heavy groups such as Black Sabbath and the Ramones were making records earlier than the Clash, so were the Sex Pistols, to take an example from their own scene.(*) I defy you to name one single Clash track as electrifying as "Bodies"-which was also political in its own way, though not a very palatable message to the left.

But, the whole thing with bands like the Clash at the time was to have stripped-down sound, as the early punk bands eschewed what they had come to see as bloated and over-stylized. Plus with the Clash they were heavily influenced by the reggae scene, and if you listen to the reggae music of the time it is also very sparse (you can hear this a lot in the first Police album as well). The Ramones comparison is fair enough, except the Ramones were coming from a much different scene (Voidoid/NYDolls etc) that was not nearly as reactionary as the English music scene at the time.
 
I understand that the Clash were part of a reaction against the bloated and stylized and I will backpedal and say that they were not entirely without merit. In particular, since you mention reggae, they influenced other bands to explore that style.However, although they were fine tunesmiths and looked cool, I cannot rate them as rock and rollers. Too rickety and English in a bad way (as opposed to say Zep, Sabbath, the Pistols, etc).

Also, in retrospect, the groups such as Zeppelin against whom they were revolting are clearly superior AS ROCK, once the tacky 70s window dressing is overlooked. Put Zeppelin and the Clash in a bare room with nothing but black jumpsuits to wear and guitars and drums to play, and the CLash would have been crushed llike bugs. BUGS isay.
