Why don't we offer to teach these people to make bombs. then after completing the class, they can build a bomb with as much explosives and ball bearings as they can use, and have a show-n-tell.
aka we put then in a room and each one of them demonstrates their bomb
the goal with each class, well for the teachers, is to see if two or three students can show off their 'class' work
