Not having one myself, I cannot verify this, but I would think that you should be able to at the worst simply copy the text and paste it into the submission form like anyone else can.
The other option is seeing if the text editor/word processor you are using on the ipad can save as an MS Office .doc file, and submit that saved file.
Again, having zero experience wit ipads, I would assume that this will work as al the submission stuff is web-based and therefore device- or operating system-agnostic.
It all depends on how the text is created in the first place. As already mentioned you should be able to highlight the text, select all and drop it in place.
Or.......email the file to yourself, open your webmail and attach the file via someone's PC or Mac. Pages will save as a .doc IIRC.
There might be an app that can help upload files from your iPad but I'm not 100% on that.

iOS 5 is imminent and will offer over the air updating and synching which will make life easier.
