Spending on social services for illegals? Spending to save bait fish, bullet trains, light rail, the bloated pensions of the public sector unions or maintaining infrastructure...

I'm not an expert, but I'm pretty sure failure to build dams is exactly zero percent of the reason for the drought in California.
