How do you get a notice embedded in an OP?

Someone has been obviously overdoing it (scamming? harassing? dunno) in the Fetish and Sexuality forum. Today I opened one just to see what's up and found the text above at the top of the OP, formatted like a quote. How does one do this? Apparently it's not the owners, given the message. Just curious here.
 
Only moderators have the ability to do this. I’ve removed a ton of posts from that OP and the account has been reported. While we wait, I am hoping the notice helps prevent someone actually falling for the scam.
 
And that person is doing their thing in EVERY forum. This is probably the 15th account, too. I’m hoping that doesn’t mean they have a lot of success finding targets here.

I haven't seen them in any other forums I watch. And just one today.
 
Yeah, but wouldn't I get alerts as soon as they pop up?
 
These are just a handful that were removed from various forums yesterday. You not seeing them is a direct result of moderators trying to protect people.

Oh, I can’t imagine wanting the notifications for that. But I get a lot of notifications.

@Mistressmercy1 has had a few more threads removed today. They are up to 31 attempts to scam Lit members.

I got three or four in the last few minutes.
Oh, that's interesting. Now there's only one notice in my alerts list. I guess alerts disappear when the post is removed.
