There have many reports over the years of stories being reported, taken down, been reviewed, then republished.There is nothing wrong with it if it does actually break the rules, but Laurel has time and time and time again shown that stories don't get policed by whether or not they break the rules but whether or not anyone complains. So if the story doesn't break the rule, your scenario is 100% censorship crime (and 100% bullshit).
Similarly, there have been many examples of stories coming down and staying down, which means either it's a transgression, or the author has chosen not to do anything about it.
So, time and time again, Laurel does do something about policing her site. For example, just the other day, a plagiarist's story was removed after the original author reported it.
It's what the site has always done. Can't see why it's a case for hysteria.
