I get a cold sore on my lip once in a while. Maybe twice a year. My gf is afraid I will give her herpes if I go down on her. Can i give my gf herpes from my cold sore ?

HSV-1 can cause genital herpes, but it more commonly causes infections of the mouth and lips, so-called "fever blisters." HSV-1 infection of the genitals can be caused by oral-genital or genital-genital contact with a person who has HSV-1 infection. Genital HSV-1 outbreaks recur less regularly than genital HSV-2 outbreaks.

if you have a cold sore when you go down on her then you could give her herpes i'm guessing, but when you don't actually have one present then probably not, although i think the infection starts when you get that tingle that people say they get before their cold sore starts to show (i'm only getting the tingle bit from second hand knowledge though, cos i don't get cold sores)

There's a small chance you could give it to her when you have no symptoms, but you're most likely to give it to her when you do.
Look, I have the same thing. Because I've had it for so long, I'm very aware of what the onset feels like and if there's any chance I'm getting a coldsore, I don't kiss or do oral on my husband, just in case. This is no guarantee, but he hasn't gotten HSV in 8 years, so we must be doing something right.
So, yes, there's a risk you'll give it to her, but if you take the precautions and are self-aware, it goes down significantly.
Research together so you both understand HSV and what you can do to avoid giving it to her.
You can also use cut condoms or dental dams for oral on her if she's uncomfortable with the small risk.
