I wonder if the victims can claim damages ?
You can yell at an attacker, to mostly no effect. You can try to fight back, but if the attacker is larger and stronger, you mainly suffer more damage. You can take the attacker to court and also take those who knew of the attack and did nothing. That last gets the message through and may well prevent more attacks.
If she yells good and loud (I assume they are not in private) she could embarrass the hell out of her attacker/s.
Not from a soundproof band room.
The school should have nailed the perp, on the spot and not waited until the cops had to step in.
