No, HP; you've got to work on your North Americanish things. Oscar Levant was a Borscht-Belt comedian. Oscar Brand was a folksinger. He was from Winnipeg and fell afoul of the US Congress's House Un-American Activities Committee. Blacklisted as a communist sympathizer, he helped himself make a living by performing and recording all the dirty songs in a series entitled "Bawdy Songs and Backroom Ballads." "Charlotte the Harlot" is included on one of his albums.
That information could account for why I've never been able to find some of these ballads on you tube.
