You can't put it much more succinctly than that.
 
In my salad days, I used to think that great writers were born, not made. But, with time, I grew to understand that while a person may be born with such a gift, it takes years of effort to strengthen the craft, years of reading the best writers out there, and a constant willingness to revise!
 
asking advice is a good start.

Next step is asking advice on something that you've written. (which implies that you've followed maggot's advice)
 
I'd advocate "work on talking". Being clever, quick, versatile, organized, and enjoyable in conversation can go a long, long way in being good at writing. The best storytellers and all...
