Having issues publishing

I tried to post a story and it was bounced back. So I deleated it and rewrote it and tried to resubmit but it keeps saving as a draft and wont actually finish the submission. Please help.

Why was it bounced back?

Are you able to view a preview?

If so, is there a Submit for Publication button?

If so, what happens when you press it?
