The IDF is not "occupying" Gaza City, it is painstakingly obliterating Gaza City off the face of the Earth, block by block.
Netanyahu announced his intention to level the city back in July.

Hamas has NOT told civilians they can't evacuate, there were 1.9 displaced Gazans around Gaza in July, most of them elderly, sickly or children (the three favorite "soft targets" of the Godless genocidal Israeli regime). Over half of the displaced people have fled from Gazan city as the IDF ramps up its fall ethnic cleansing pogrom.
