I do not know the legal parameters (numbers, extent of land area/duration etc...) to be able to agree with confidence. Do I believe it is part of putin's attempt at genocide of Ukraine? yes, but cannot speak to the legalities. It certainly should come under the umbrella of war-crimes, though, and the children taken are being taught loyalty to putin and 'mother russia' through daily indoctrination.
