Once that is done, since this appears to be a sole sourced request, Tesla will have to file(i forget the form number) the document listing shareholders who own more than 25% of the stock, and are government employees.
After that is checked, and found no Government employees meet that threshold, the contract will be issued listing the particulars. After that is approved, then and only then will the GPO be issued.

I think there will be a snag on the shareholder portion. But I'm sure Trump and Elon will find a work around.
