I think it's more a question of shielding the electronic components from humidity, while still allowing for cooling, than any risk of rust.
And of course, their outside shell could be made of materials that do not rust (I'd imagine something in the line of what the hulls of modern sailboats are made of, with rubber covering for any joints ~~or tentacles~~)

And I agree with Bubo regarding the rusting thing. Especially if its a robot, my head goes to those futuristic apocalyptic movies where the robots take over the human race ... and if water can rust and take them out, the humans would win too easily!
