Different menus. Logged in vs. Not logged in

I've noticed that the menu shown when I tap the icon that looks like an open book is different between logged in and not logged in. If I'm not logged in, the menu includes the Comments portal. That option is not available if I'm logged in. I've attached screenshots. I'm using Safari on an iPhone
