It is. Superfine cotton threads, specially treated, tightly woven, treated again, then printed.
 
Continuing the money factoid theme here for a minute (before I quit hijacking this thread, or is it hijacking), the Continental Congress once printed money so worthless it started the phrase "not worth a Continental".
