Asking many times after they've made it clear is. It's not very complex. When guys say, "Oh, I can't even tell a girl I like her outfit anymore," it's obvious that they have no idea what they're talking about. That wouldn't be considered harassment unless you're doing it in an extremely sketchy way.

She can say so all she wants but it's not up to her as to whether it really is or not. Men and women both claim sexual harassment all the time but it's up to third parties to take it further or dismiss it as ultra sensitive bullshit. Happens all the time and in most cases it's nothing. Real harassment is bad though. That also happens all the time and it's harmful.

The woman I'm referring to in the OP called the cops because he asked her out ONCE. Just once. There wasn't even any claim that he touched her or anything. Pretty much. A person can claim it but that doesn't mean it is. Almost anything can be taken wrong by a sensitive person but if it's really harmless then it almost never results in anything. There are exceptions of course.
