The Dems could do that if they dropped the culture-war and identity politics stuff and embraced economic leftism.That is part of the constitutional checks and balances. All three branches always want more power than they have, particularly during populist periods when the status quo is reshaped against the opposition of a powerful and wealthy establishment.
Both parties have 18 months to show they have done something that is worth more support and votes. Being just "not them" won't be enough. Voters on all sides want practical changes and achievements.
