Well I mean, he's got most of the middle east by the balls, not to mention the fact that Russia's influence in both Asia and Europe basically define American foreign policy, so you could say that.
Obama's got to many global commitments to be considered the most powerful. He's tied down by America's stance on being the world's police, so he doesn't have nearly as much freedom.
And Xi Jinping is too committed to being an isolated state that he can't reach like Putin can.
