Yes, that is the stated purpose. They are plastic vacuum tubes (similar to many "penis pumps", but much smaller). They fit over the snakebite area to suck out the poison.

There are some advantages to the "powers that be" relegating "Sci-Fi" tp the Do Not Read list. You are right, redrider, if they had caught on, Heinlein would have been burned along with his books. He is missed.

But many of his works, especially his adult novels, hold up to repeated readings. I've begun "Friday" again. It is one of my personal favorites.

I think we are heading toward much better future tan any governments we have because we are seeing the slow discrediting of the idea of state as "good mother and stern father". How we changes depends on gifted people with vision and passion for freedom creating tools and services that will empowers individuals and families and making governments out-of-date. Take rats in NYC. People expect the city to deal with rats but it can't. The worsing problem will cost the priests the public confidence. The customers will need new solution in term of small robots that will actively hunt and clear rats of homes and yards, between walls and in the holes. Anyone who can provide such 24/7 service like this can get very rich and make the need for the state disappear.
