Gov. Kate Brown Says Feds Have Agreed to “Phased Withdrawal” From Portland Starting Thursday

Oregon State Police will now provide “protection for free speech” and security around the federal courthouse.

The withdrawal will begin Thursday, July 30. Brown said the federal agents
will also clean up the building's exterior, which is covered with graffiti.

Oregon State Police will arrive at the building to "provide protection for free speech
and the security of the exterior of the courthouse with the Federal Protective Service."
A small contingent of year-round personnel who already occupied the federal courthouse
will remain, Brown said.

Federal officials appeared noncommittal to the withdrawal terms Brown announced.

leave until he was confident protesters were no longer damaging the courthouse.

A statement from Acting Department of Homeland (DHS) Security Secretary Chad Wolf
also made clear that the feds aren’t leaving Portland completely. Wolf said officers from
the Federal Protective Service (FPS)—a branch of DHS responsible for protecting federal
property—will “coordinate” with OSP.

Oregon State Police (OSP) and the Portland Police Bureau (PPB)

OSP will be in charge of guarding the federal courthouse, and reporting directly
to the state government.

Juan Chavez, an attorney and director of the Civil Rights Project at the Oregon Justice Resource Center

“I don’t know how they [OSP] act on their own,” Chavez said. “I can say that they have
participated in every PPB atrocity we have been protesting, so I don’t know if they’re
much different from PPB. That said, they’re under more local control [than federal officers]
and under state law, so if the Legislature wants to restrain them, they can.”

Portland protesters saw zero clouds of tear gas and little police interaction (Thursday night)
as Oregon State Police (OSP) replaced the feds guarding the Hatfield Federal Courthouse

Meanwhile, the Washington Post stumbled upon evidence that the Department of
Homeland Security (DHS) has been keeping "intelligence reports" on journalists
who leaked DHS documents about the feds' recent work in Portland. DHS' top boy
(creepy) Chad Wolf claims he knew nothing about this. Great job, Chad!

The feds are also trying to overturn a restraining order that bars them from using
force/arrest to keep journalists and legal observers (who aren't committing a crime)
from doing their jobs at a protest. Their argument? Too many people who aren't really
press are wearing "press" badges to protect them from indiscriminate police violence.
I feel like this should raise more alarms about violent police than the protesters

Flight tracker data shows that on at least three occasions, airplanes owned by Homeland Security circled for hours over Portland protests—on the evenings of July 22, 28 and 29. Since July 16, DHS has restricted flights of all nondesignated aircraft within the airspace directly above Portland for "special security reasons." The restrictions remain in place through Aug. 16.

The planes made repeated, concentric circles over the city for hours, in a technique consistent with "dirtboxing"—when a circling plane equipped with Digital Receiver Technology, a DRT box, or a cell site simulator mimics a cellphone tower, effectively intercepting the signals of nearby cellphones. This allows government agents to retain cell phone data and track locations of those in radio range. (DHS did not respond to WW's questions about the type of surveillance conducted.)

"It's hard to say what they're doing, but we should all be pretty alarmed at how routine this type of surveillance is becoming in the wake of the George Floyd protests," says Brett Max Kaufman, a senior attorney at the American Civil Liberties Union's Center for Democracy.

The city of Portland continues to impose a $500 fine every 15 minutes for the fence,
which was erected in the public right-of-way without a permit around the Mark O.
Hatfield United States Courthouse on Southwest Third Avenue.

As of noon Wednesday, the fine will hit $584,000.

Dylan Rivera, a spokesperson for the Portland Bureau of Transportation, said the bureau
was in close contact with the city attorney on the fence issue. The fine sparked some lega
observers to question whether the city could legally fine the federal government.

When asked that question, Tracy Reeve, the Portland city attorney, declined to comment.

Rivera said that while “it can be difficult to hold the federal government accountable,
it is important for PBOT to stand up for all Portlanders who have the right to use their
streets without federal interference.”

Weeke said despite federal officials being made aware of the fine, the city has received
no formal response to its July 23 cease and desist letter.

Portland Police Bureau (PPB) say the unidentified victim died around 8:45 pm
from a gunshot wound to the chest.

The caravan, dubbed a "Trump cruise rally," met around 4 pm at the Clackamas Town
Center parking lot. In the Facebook page for the pro-Trump event, organizers encouraged
attendees to bring firearms with them, as long as they followed concealed carry laws.

After gathering at the shopping mall, several hundred vehicles—many waving large
American and Trump 2020 flags—then drove to downtown Portland, where they were
met by groups of counter-protesters. Portland police dressed in riot gear stood by as
caravan members drove through groups of people in the street. Other drivers jumped
out of their cars to confront counter-protesters on the street, some getting into fistfights.

One rally member turns to avoid counter-protesters but another drives right through them
hitting several people.

The agency came under intense scrutiny last weekend when a far-right activist
from Texas brandished a loaded gun as dueling demonstrations unfolded in
front of the Mark O. Hatfield Federal Courthouse.

that Danielson needs help. He pushes them away, eventually relenting to a woman who
claims she’s a protest medic and saying, “Help, then.”

Police soon arrive and order bystanders and the man in the white shirt to move away
from Danielson. The bureau in a release said police medics declared Danielson dead
at the scene but did not name him.

On Saturday, a caravan of Trump supporters (many of whom were carrying concealed
weapons) drove into town spraying bear mace, shooting paint ball rounds at protesters,
and at times driving violently toward the crowd.

One of these Trump supporters, Aaron Danielson (AKA Jay Bishop)—a member of the right
wing violent group Patriot Prayer who in the past voiced strong support for MAX killer
Jeremy Christian—was shot to death on 3rd and Alder soon after the caravan left downtown
According to witnesses, an argument erupted between Danielson and the assailant and mace
was used followed by two gunshots. Danielson died on the scene and the suspect escaped.
NOW IT GETS WEIRDER: Yesterday the Oregonian reported a person of interest has been
brought to the attention of police, after mysterious persons called the suspect's sister and
threatened her, saying she'd better turn her brother in. She reported her brother to the police
but no arrests have been made thus far. The suspect attended protests often, was known to
carry a gun, and has had some problems with the law in the past. Stand by for more details
as we get them.

and beating them- DeAndre Harris could not run away from them

In the 18 months since the August 2017 rally, Albemarle County and Charlottesville
prosecutors have secured convictions and harsh sentences for seven of the rally’s most
high-profile criminal defendants. Four of the seven include the men who pummeled and
kicked Harris in the Market Street parking garage.

DeAndre Harris suffered a spinal injury in addition to the head wound.

Video of the garage attack — and of Harris’s bloodied head — sped across the Internet,
ultimately helping online sleuths, led by journalist Shaun King, to identify the assailants.

The injury gave Harris such a large laceration on his head that it required eight staples."

Proposal reimagines George Rogers Clark statue park as future site
of Center for Indigenous Studies at U.Va.

The statue, a depiction of state violence against Native Americans, was found defaced
twice in the past week as it sustains growing criticism

The 99-year-old monument places Clark on horseback alongside three fellow armed
American soldiers, as they confront a group of three Native Americans.

A woman cowers away from Clark and covers an infant child, and another member
of the party crouches, shielding his face from Clark.

This is an image of genocidal violence, not of any honorable military victory, says rising
third-year College student Zac Russell, who is a Cherokee Nation citizen and social chair
of the Native American Students Union at the University.

“The statue depicts U.S. soldiers standing over comparatively unarmed Natives, seemingly
ambushed unprovoked and portrayed as the noble savage, with George Rogers Clark
horseback, leading them and ready to slaughter these Natives simply for the expansion
of the ‘superior’ white man’s territory,” Russell explained in a statement to The Cavalier
Daily.

Russell added that they fully support Lopez and the disposition committee’s initiative
to remove the monument, noting that replacing the statue with a space supporting the
University’s indigenous population would be “the best way to do that.” According to
the proposal, the space is envisioned as a place for education, meetings and cultural
gatherings, supportive services and administration, and other community needs.

“The statue’s presence is an unadulterated celebration of the genocide of Native people
and has no place at the University,” Russell added. “It should have never been placed
and removal is long overdue.”
