Massachusetts Rep. Seth Moulton announced Wednesday he's
self-quarantining after experiencing what he says are symptoms
consistent with coronavirus.

“When it became clear in the last 24 hours that the House of Representatives
might be called back in the coming days to vote on key legislation, requiring
me to travel back to Washington and potentially infect other people, I decided
to call the VA, which is my primary care provider, and the House’s Attending
Physician,” Moulton said. “I also spoke with a friend who is an ER doctor
who felt I should get tested immediately. But as the House doctor explained,
I am ‘symptomatic,’ but because the symptoms are minor and a test would
not change my treatment protocol, my wife and I don’t qualify for tests.”

His announcement comes just hours after the White House struck a deal
with Senate negotiators on a $2 trillion package to send relief to individuals,
businesses, and local governments affected by the coronavirus pandemic.
The House is currently in recess, but Rep. Nancy Pelosi is hoping they
can approve the bill through unanimous consent. The tactic would not
necessarily require representatives to return to Washington, D.C. —
but does allow a single member to block the measure.

If that happens, the House will likely turn to a voice vote or a roll call vote
Thursday afternoon, according to Politico.

The Environmental Protection Agency says it’s reviewing
a request from the oil and gas industry to ease enforcement
on hazardous air and water pollution during the coronavirus
pandemic.

The proposal is drawing objections from public health and environmental
advocates. A former Obama-era EPA enforcement official, Cynthia Giles,
says the request amounts to seeking a nationwide pass for the industry
on almost all environmental rules.

The American Petroleum Institute made the request in a letter to Trump
last week, and to the EPA on Monday.

Giles says EPA policy explicitly prohibits the agency from promising
waiving of enforcement of environmental and public health laws.
She called the trade group’s request “alarming” and “wildly overbroad.”

This can be seen as a practice run. As the world's growing population meets breaking supply chains, soil infertility, soil erosion, climate change, etc., the food shortages will weaken immune systems, and many disposable safety items will be unavailable. We will see much worse.

As far as I can figure out, it appears that Trump
is using Dr. Birx to deliver a counter-message to his insistence that
coronavirus is not serious threat-
Dr. Birx is an Evangelist Christian, an acceptable envoy to Trump's religious
base- she delivered an almost subliminal social distancing message.
Trump's base might create another hot spot because the religion-based
communities are being encouraged by their leaders to continue to gather
in large groups.

On Wednesday night, in an appeal to young Americans to take social
distancing seriously, she told a story about her grandmother during
the 1918 flu pandemic. Her grandmother who was 11 years old at
the time brought home the virus that ended up killing her great-
grandmother.

"I can tell you my grandmother lived with that for 88 years," she said,
as she called again for people to stay home. "This is the message that
is important to everybody. This is not a theoretic. This is a reality.
You can see the number of deaths that are occurring. We all have a
role in preventing them."

The Environmental Protection Agency, headed by former coal lobbyist
Andrew Wheeler, announced on Thursday a sweeping and indefinite
suspension of environmental rules amid the worsening coronavirus pandemic,
a move green groups warned gives the fossil fuel industry a “green light
to pollute with impunity.”

Under the new policy (pdf), which the EPA insisted is temporary
while providing no timeframe, big polluters will effectively be trusted
to regulate themselves and will not be punished for failing to comply
with reporting rules and other requirements.

The order—applied retroactively beginning March 13, 2020—
requests that companies “act responsibly” to avoid violations.

Report: Trump administration ended a pandemic early-warning program last year

Just months before the coronavirus outbreak began, the administration ended
a $200m early-warning program for infectious disease, the Los Angeles Times
reports.

The program was designed to help scientists in China and other nations
monitor and respond to disease threats.

The project, launched by the U.S. Agency for International Development in 2009,
identified 1,200 different viruses that had the potential to erupt into pandemics,
including more than 160 novel coronaviruses. The initiative, called PREDICT,
also trained and supported staff in 60 foreign laboratories — including the
Wuhan lab that identified 2019-nCoV, the new coronavirus that causes COVID-19.

Field work ceased when the funding ran out in September, and organizations
that worked on the PREDICT program laid off dozens of scientists and analysts,
said Peter Daszak, president of EcoHealth Alliance, a key player in the program.

On Wednesday, USAID granted an emergency extension to the program.
But program leaders say the funding will do little to further the initiative’s
original mission.

Following negotiations with trade unions and employers’ associations,
the prime minister, Mette Frederiksen, announced during a press conference
on Sunday evening that 2.6bn Danish kroner had been set aside to prevent
layoffs within private companies facing financial pressures from coronavirus.

Under the scheme, which will last for three months, the state will cover 75%
of the salaries of employees paid on a monthly basis who would otherwise
have been fired, with companies paying the remaining amount. For hourly
workers covered by the agreement, the government will cover 90% of their
wages, up to 26,000 Danish kroner (£3,162) per month. And the agreement
is retrospective, which means that for my friend Jan, who was laid off from
his job at a hotel in Copenhagen last week, there is every chance he’ll be able
to go back to work.

A harder question is whether giving liquidity to businesses should take the form
of credit or grants. Germany has done the former, putting no limits on how much
firms can borrow from the state, but the loans must be paid back, even if over
many years-
Denmark has opted for the latter, paying companies up to 90% of their wage bill,
as well as sick leave, rent and other fixed costs. The question is who should ultimately
pay for all the money that businesses are getting: is it the ones who receive help now,
paying it back over the next few years out of their revenues? Or, rather should all
the taxpayers in the country pay for it, especially the future generations who will
inherit the exploding public debt? For most countries, the answer lies somewhere
in between, since at least some of the credits won’t be repaid. But where exactly
in between should it be is a question not just of economics but of intergenerational
ethics and justice.

Finally, policymakers must stimulate the economy as soon as we can get back
to work. One trade-off for many highly indebted countries is that the surge in
spending now might leave no money for public investments for this near future.
For all countries, the disruption in the production and supply chains might lead
o large increases in prices. Responding to the bottlenecks that arise sector by
sector will provide the grounds for targeted industrial policy, while a tempting
way to deal with inflation is the imposition of price and wage controls. These
policies are sometimes adopted during wartime, and there is a battle today –
against a virus – but more often than not these policies lead to economic disaster.

Across all these trade-offs, the urgency of doing something has drawn in
the usual ideologues. For them, there are no trade-offs (now or ever).
The emergency either requires a huge permanent expansion in the role
of the government, or bailouts to failed but politically connected businesses.
This is the last trade-off that moderate policymakers face today:
to separate the temporary exceptional measures from permanent
long-lasting revolutions.

Senator Elizabeth Warren is pressing federal officials for answers on why
they seized at least two of Massachusetts’ recent orders for protective
equipment, charging that it appears they are still interfering with states’
efforts to track down medical supplies amid the coronavirus pandemic.

In a five-page letter Monday, Warren asked Peter Gaynor, the Federal
Emergency Management Agency administrator, to outline how the
agency is ensuring states aren’t outbid for supplies by the federal
government, which she called a “new and inexplicable obstacle.”

Warren also pointed to at least two instances in which Massachusetts
lost orders for ventilators and hundreds of respirators after the federal
government stepped in — a situation Marylou Sudders, the state’s
health and human service secretary, described as:

The news of the extraordinary delivery was first reported by Politico
and The Wall Street Journal Thursday morning.

Gov. Baker’s victory in the state’s intense hunt for masks and other protective
gear, or PPE, follows weeks of increasingly public frustration from the normally
even-keeled governor. His administration has hit numerous roadblocks thrown
up by the federal government, which has repeatedly snatched supplies from the
states’ hands and directed governors to find their own source.

Even now, Baker administration officials are still waiting on the federal
government to deliver promised help. Earlier this week, Baker announced
hat the state had ordered 1,000 ventilators from the federal government
and that he expected the delivery by the end of this week. On Thursday,
Baker said Massachusetts still hasn’t gotten any of the equipment and
he no longer expects them by the end of the week.

Gov. Baker didn’t criticize the federal government, however, when asked
what the unusual delivery by the Patriots plane says about the state of the
federal pandemic response. And he said the government lent some help by
designating the flight as a humanitarian effort. As an example, that federal
blessing helped the Patriots plane “hopscotch” through Alaska on the way
to and from China, allowing the state’s governor to cut through some red
tape to let that happen, Baker said at the news briefing Thursday.

Jared Kushner has recruited friends with business and start-up backgrounds to
create what he calls an "impact team," but administration officials describe it
as "the Slim Suit Crowd" and the "shadow" White House coronavirus task force.

Kushner has enlisted Adam Boehler, a former start-up founder who now heads
the U.S. International Development Finance Corporation, and software entrepreneur
Nat Turner, who founded the technology company Flatiron Health. Turner has
brought his own former employees into the fold-
some of whom have "issued orders to health agencies,"
leading to "resentment" among senior officials,
The Times reported.

One senior official described Kushner's team as a "frat party" that "descended
from a UFO and invaded the federal government," according to the report.
Officials have also been alarmed by the group's use of personal email account
in "delicate policy exchanges" and their decision to use FreeConferenceCall.com
to "arrange high-level meetings."

Their indifference to government protocols has led to criticism from the
government watchdog group Citizens for Ethics and Responsibility in
Washington (CREW).

"There is no excuse for hiding information from the public that affects their lives
in an extraordinary time," CREW chief Noah Bookbinder told The Times.

FEMA officials told the outlet The Times that Kushner's team has ordered supplies
to be delivered to locations where the agency feels they are not most needed.
But the agency's spokesperson said Kushner's team was playing a key role.

Thanks to Jared Kushner, who handed over federal goods bought with tax payer money
to private sector opportunists, states and hospitals are bidding over each other to get
masks, gowns, gloves.

Some of the issues Moskowitz is pointing to surfaced after we learned
that the federal government, probably under the direction of Jared Kushner,
has turned the supply chain for these critical supplies over to the private sector.
Josh Marshall documented the issues that raises.

First is that there’s no clear mechanism to allocate these supplies on the basis
of need based on a coherent national plan or framework. Secondly, it opens
the door to massive profiteering. Even if companies aren’t technically gouging,
that’s what bidding is. And you really can’t call this a legitimate private sector
market if every state is having to bid with private companies to secure medical
supplies during a historic national health emergency. The private sector rationale
is also undermined if the US military has taken over a significant part of the
fulfillment process.

After hearing the White House say critical supplies are going to commercial
distributors who are then selling them to the states which are begging for help,

Katrina to get his reaction.

The cherry on top, is the fact he did not order the government to order

For example, OAN correspondent Chanel Rion has praised the

with a “question” that somehow invoked “Latin gangs” and
“foreign state actors” in what Oliver labeled an “asshole sandwich”.

It’s easy to dismiss OAN as little-watched and “borderline self-parody,”
Oliver continued, but “the problem is, if we’re learning one thing right now,
it’s that toxic things that start small can get big fast, and it’s dangerous
to ignore them”.

The point is, Oliver concluded, that “the kind of misinformation OAN
is spewing right now could end up getting people killed. And sadly,
their message is being actively spread by the White House, so it is
more important than ever to be on the lookout for OAN’s bullshit

The Times reports that a “hybrid” distribution system has evolved.

Federal officials are relying on private health-care providers to procure supplies
and then sell roughly half of them to companies and localities that have placed
orders. The feds are directing the sale of the other half based on need.

Exacerbating all of this, the administration simultaneously has “repeatedly
called on states to find medical supplies on their own without relying on the
federal government," as the Times puts it, creating all the confusion.

As Gov. J.B. Pritzker (D) of Illinois told the PBS News Hour, this means
the federal government is procuring equipment and delivering it to private
companies, and then letting states “bid against each other for those goods.”


All this has contributed to the shortages urgently documented in the inspector general’s report Trump raged about.

Media has been documenting Trump's attacks and accusations
directed at hospitals that have begged for supplies. The latest failure of Trump's
administration is sending expired, deteriorated masks from 2010, and children's
masks. Trump can say that he sent thousands of masks, but they are not masks that
hospitals needed. The strings meant to hold the masks onto their faces had rotted
away and disintergrated. The federal government is providing masks to hospitals
that are not meant for defense against a highly contagious unique virus.

(If someone had included these details in a science fiction story, no one
would find it believable. Yet, this is where we are. The hospitals are running out
of disinfectant, FFS.)

The Trump administration has gone from telling governors they're on their own
in fighting coronavirus to sweeping in and taking equipment that state or local
governments or hospitals—or other countries—have ordered.

But as the federal government, in the form of the Federal Emergency Management
Agency, finally, finally gets ramped up to obtain the amount of personal protective
equipment and ventilators that it should have been acquiring in January or early
February, it’s repeatedly screwing over states, local governments, and hospitals.

Although President Trump has directed states and hospitals to secure what
supplies they can, the federal government is quietly seizing orders, leaving
medical providers across the country in the dark about where the material
going and how they can get what they need to deal with the coronavirus
pandemic.

Hospital and clinic officials in seven states described the seizures in interviews
over the past week. The Federal Emergency Management Agency is not publicly
reporting the acquisitions, despite the outlay of millions of dollars of taxpayer
money, nor has the administration detailed how it decides which supplies to
seize and where to reroute them.

Officials who’ve had materials seized also say they’ve received no guidance
from the government about how or if they will get access to the supplies they
ordered. That has stoked concerns about how public funds are being spent
and whether the Trump administration is fairly distributing scarce medical
supplies.

“In order to have confidence in the distribution system, to know that it is
being done in an equitable manner, you have to have transparency,”
said Dr. John Hick, an emergency physician at Hennepin Healthcare
in Minnesota who has helped develop national emergency preparedness
standards through the National Academies of Sciences, Engineering
and Medicine.

A Pence spokesperson revealed the reason behind the apparent boycott,

$760 million reported as of this week, but the AirBoss transaction is the single
largest no-bid purchase, a ProPublica analysis of federal purchasing data found.

While FEMA placed the order, it was directed to do so by the White House,
ProPublica found.

It is unclear why the White House chose AirBoss for the protective equipment,
which is similar to products made by other vendors.

A rubber manufacturer that sells to the auto industry and militaries, AirBoss
targeted growth in U.S. federal contracts when it formed a new subsidiary,
AirBoss Defense Group in Maryland, in January. The new entity absorbed
AirBoss’ existing Maryland-based company, Immediate Response Technologies,
that has contracted with the Pentagon for years. The FEMA contract was awarded
to Immediate Response.

L.A. County has extended its stay-at-home order through May 15th
to try to keep the number of coronavirus cases as low as possible.

The order was originally set to expire April 19th.

Dr. Christina Ghaly, the Director of the Los Angeles County Department
of Health Services, says we are bending the curve, but if physical distancing
doesn't continue:

"We would project that by middle of the summer, virtually all residents in
Los Angeles County would have been exposed or infected with COVID-19.
The projections show that up to 96% of people would have been exposed and
we know that for every hundred people exposed, 3% of those people need
hospitalization. And 1% of those people need ICU care."
