Competing for a breeding license

Dystopian future where the government controls who can have children.

People with really good genes (or a relative in the government!) get licences automatically. Free to sleep with whoever they want.

People with normal genes have to compete to win a licence.

Maybe physical, dexterity and intelligence tests?

Sperm checks for the men?
Sex exam, rating performance and stamina out of 10?

Story could follow a woman who will do anything to achieve her dreams of being a mother?

Or an 18 year old boy, straight out school, trying to get his first fuck- licence? (Maybe he really wants silver or above card because the girl he likes already has a silver card, and can't sleep with a bronze or below)

Perhaps someone who used to have a gold level licence because their daddy was a politician. But now daddy's out of favour with the government and they have to earn their licence like everyone else?

Nitpick, having sex is neither sufficient nor necessary for having children. I recommend clarifying that before going too much farther. The government strictly regulating either one is dystopian, but they're very different kinds of dystopia. Do you want happily married couples getting it on but going through angst and hoops to get IUDs removed (or vasectomies reversed or whatever) unless they fit the right eugenic requirements? Or do you want people popping out babies freely once they're happily married, but the government will only approve marriages (or other unions) if people are the right race, religion, etc.?

Basically, is the taboo kink here breeding, or love crossing ethnic/class/religious/whatever boundaries?

If it's the second thing, then you have tons of examples to study in real life. If it's the first one, then there's potential with the first and third scenario you've provided, but the second seems pointless. In the literal case where the some school exam determines your sexual options, that makes them more erotically charged, but that's it.

One additional thought is someone who likes the system because it essentially means birth control is free and mandatory. Creampies for all! So many stories here start out with a disclaimer that they aren't worried about STDs and unwanted pregnancy because it's just a story, and there you go, making one of those an in-universe law!

I guess my idea is different if the main character is male or female.

If the MC is a woman, it's a world where having children without a license results in mandatory termination, or perhaps just no citizenship rights for the unwanted child.
Maybe that she's on mandatory birth control and must have a license to stop taking it.

So the MC is desperate for a license to fulfil her desire to be a mother.

Maybe it's mandatory for men to get their licence at 18. Renewed every 3 years?

Gold card, basically any woman ranked silver or below has to sleep with you (aka free use) while gold card ladies can choose you if they want.

If you're a bronze card, you're almost never getting laid. And a lead card basically forbids sex.

So men are desperate for the gold card, only given to the top 10%

I know neither of these stories are great for anything except straight sex pairing, but I'm sure we could brainstorm ways around it.

You could add another layer, if I may brainstorm. If the fetus is past a certain point, it can't be terminated. A woman goes for a guy below her sexual station for love, and they try to hide it as long as needed. That means creeping about and hiding away to steal some sex, unable to know if they succeed until the fetus is past that term and you can see the pregnancy without needing a government controlled test.

Other ideas:
- Aladin wants to be with Yasmin, but his lead card would not get him past her gates. So he shaves off the atomic weight to get gold, hoping to fool everybody. A smart guy, or genie in my Dutch language, might be able to assist here a d there. Yasmin's best friend, a tiger of a woman, is around too to bite suitors in their hiney and causing them to lose the race for Yasmin's nether regions.

- You can fuck yourself up the chain. One driven guy is learning everything there is to wow the gatekeepers that stand between him and a higher rank, which leads to his woman's heart.

- An adaptation of the previous. Maybe he's tied to his love in card colour, but the father who works in the government prevents them to act on that love and breed. The plan is to have him gain a rank to be able to overrule the father, forcing his willing love to breed with him.
