I have often worn a collar and leash and it fulfils different purposes depending on what we are up to - it was one of the first things we bought together.
However, my (domme) girlfriend often connected the leash to jewellery or clamps on other parts of my body too depending what she feels like ... Not had it attached to a chastity belt yet though!
So the leash can play many roles in your mind and physically.

This is slightly off topic, but it does involve use of a collar and leash, so hopefully of interest.

I met up with a couple some years back, and there had been no hint that things might go in a BDSM direction, however at the end of a very enjoyable time together the husband told me that he and his wife were really looking for someone to dominate them both. Pet dog play with my wife as the pet is something we've been engaging in for a while now. She wears a collar and leash. She will walk around on all fours, heel, beg, stay. I've never asked her to bark. It's funny that she'll eat (a certain bodily fluid) out of my hands or a small dish from the kitchen, but her hard limit is using a doggie dish. Your take on using a collar and leash:

OK, for me, it is an assertion of belonging, being owned, a special person who needs to use you (her), either in the bedroom, the rest of the house, or even outdoors (in a park at nightfall, perhaps?)
 
The times I have done it adored it. There is big shudder when that collar goes on it tightened around my neck. Then the leash clipped on.
