"COG" or continuity of government programs created during the Reagan and Bush administrations call for extremely large masses of citizens to be detained and interned under military control at hundreds of detention camps located throughout the country. The US constitution and bill of rights are also suspended while the emergency powers are activated.
People on the terrorist watch list (which includes over 1,000,000 names) will be rounded up at gunpoint, forced onto trains and buses, and transported to the prison camps where they could remain indefinitely. Much like the internment of Japanese Americans during world war 2, hundreds of thousands or even millions of US citizens could end up being stockaded in this manner. There is even a CIA rendition hub at the LAX airport where US citizens will be flown to overseas "blacksite" prisons for torture and execution.
The kinds of events that would enable the government to activate these programs includes a catastrophic terrorist attack involving nuclear/chemical/biological weapons, total economic and societal collapse involving armed insurrections and counter-insurgency operations, nuclear war, a deadly disease pandemic, etc...
