What's interesting is that in the news, the FBI and the intel communities are scratching their heads at his whole scenario. They don't acknowledge and credibility to the threats.

But maybe Davis has a better source of info than they do. After all, he handled the electricity thing in California with such aplomb and efficacy!

Certainly this is a departure from his normal behavior of doing something only if it has potential political benefit for Gray Davis and really is because it was the "right thing to do". But that then begs the very difficult quest, "How would he have ever determined that?" because it would surely be a first for him.
