"Closed for ..."?

How do the topics with "closed for ..." work? Tried to search for it and read several but could not figure out the why and how.

In the RP forums, people close the threads for their intended co-writers and its forum norms to respect that. They aren’t able to actually close the thread so only specific people can reply, so they announce it in the thread title.

OK, so it's a way to write a RP thread with just 2 (or more I guess) and it works because people respect that.
