Why are there so many Chicago and Illinois politicians who end up going to prison for corruption/bribery/racketeering/conspiracy?

Rod Blagojevich is just one of many Illinois governors who ended up going to prison for a very long time.

I guess that Chicago and Illinois are PLAGUED by a culture of political, legal, and police corruption.

The mob still has a very heavy presence in Chicago and all throughout Illinois. Underworld figures work hand-and-hand with the politicians there, even with governors and mayors.

Chicago is the corruption capital of the United States. Some of this corruption has spread to the Obama white house.
