He asked to attend and was seated behind press reporters and cameras. Several minutes into her statement, Noem blamed the California state government, and said the Trump administration would "liberate the city from the socialist and burdensome leadership that this mayor and this governor have placed on this country". At that point, Padilla walked towards the podium,

I saw the incident live. There wasn't any indication that the SS or the FBI knew at first glance who he was. He didn't have a badge and his aggressive behavior warranted the response from the SS. He acted like a jerk.
