go to www.irfanview.com and download irfanview.

irfanview is a free image management program -- which just happens to be a very easy to use program for resizing pictures to meet the limitations for attachments and avatars.

Once you have the program installed, open thepicture you want to use as an avatar, go to Image/Resize on the menu, enter 150 in place of the largest dimension, and click OK.

Go to File/"save As" and save the resized picture under a new name as a JPG format image.

The default settings for IrfanView should turn almost any picture into an acceptible avatar, but a very few will still have a filesize over 20480 bytes (20Kb) -- in that case, open the new file you saved, and adjust the JPeg Quality in the advanced tab of the save As dialogue to 70 or less and save it back to the same filename until you get a file under 20Kb.
