What is the name of the song and the group which sings "help is on". And no, it is not the Beatles. It sounds like rap or hip hop and was popular in the mid to late 90's.

Please help so I can download the song and stop having the one line play over and over in my head...

The only things I can find in reference to the phrase "Help is on" that relate to a song are songs by Mercy Me, Whitney Houston, the Beach Boys, or the Little River Band. Check out one of those artists on a lyrics site to see if one of those is what you're looking for.
