well lad, i was born in america to irish parents, so i drive on the right side of the road.

But to address the more important of your two questions, the long answer involves a mixture of the Irish climate and the various mixings of people that comprise the Irish as we know now them. A mixture of the Indigenous people, the Celts, the Vikings, and later the Normans produces the colour and complexions of that irish women are known for.
