Not sure why it needed to be changed, it shouldn't.

I've noticed (world-wide) several changes to legislation of countries that either restricts the rights or reduces freedoms of equity seeking groups.
i.e. Aboriginals, LGBTT communities (Russia, Uganada), etc etc.
