If that is the case, then he would not be doing what he is with N. Korea, which exports arms to any one with the money. It is more than just 9/11. It is clear within the administration that he was planning an Iraqi initiative prior to that.

Just about any news story mentioning North Korea. We have to treat them with kid gloves because they appear to have the ability to strike South Korea or Japan. We don't really know what Saddam's capabilities are, but we know he's working on improving them, so better to get him now than wait 'til later.

The U.S. policy on Iraq had been "regime change" even during the Clinton years, but I don't remember any definite military initiatives for Iraq in the months before 9/11.
