I'm a guy. My wife and I have done 69 both ways (and sideways too) and I think it's much easier with her on top. With the guy on top, you have to be careful about putting to much pressure on her face and maybe choking her with that thing you're putting in her mouth. If she's on top, she can control the amount of penetration so that she's comfortable, and you can just lie back and enjoy having a faceful of her crotch. i personally prefer top or sideways because i have more control over what i'm doing and not just getting choked or not being able to move my head up and down because a pillow or whatever is in the way.
