Obstruction seemed pretty clearly met.

Apparently not. Testifying before congress is not the same as prosecuting a case in a court of law. In court you have a defense team that can cross examine all allegations. Congress is mob rule, feel good stuff that doesn't make a rat's ass. Congress can impeach but there is a reason they don't, the whole proceeding is based on emotion and wishful thinking and not law. 422 pages of nothing = nothing. This report couldn't generate one sealed grand jury case, all frivolous chicanery and theatrics based on TDS.
