Ok here is my idea.

Basically its a dowel with rounded grooves spaced around the diameter or a "fluted dowel".
Since you have to buy Rattan in rolls and you are going to end up with 3-6 lengths, you could put them in the grooves and use rubber bands like you suggested and coult then put an eye hook in the end of the dowel and just let them hang to dry.
