He wrote a chapter entitled “The Executive Office of the President of the United States.” I read it this morning. It’s about 20 pages and I highly recommend it. It starts on page 43.

It essentially contains a high level job description of the presidency with a more detailed description of the job of the OMB.

The chapter emphasizes the importance of ensuring that executive power resides with the president rather than the massive, sprawling web of agencies that exist today that often make policies independent of the will of congress and the executive branch.

It spells out in great detail what the role of OMB is, touching on concepts such as Resource Management Officers, apportionments, pay as you go (PAYGO), performance management, and executive orders (EOs). It also covers the roles and of other offices within the executive branch, including the NSC, NEC, US Trade Representative, Council of Economic Advisers, National Space Council, Office of Science and Technology, Council of Environmental Quality, Office of National Drug Control Policy, Gender Policy Council, and Office of the Vice President.

There’s lots of prescriptive commentary throughout the chapter, much of which builds upon SCOTUS rulings pertaining to the Chevron Doctrine and the Administrative Procedures Act (Loper Bright, Corner Post, Jarkesy, Ohio vs. EPA, and Cargill).

Because the OMB job title includes the word “budget”, it’s often perceived as a finance and accounting job. It’s pretty clear in reading Vought’s chapter that he doesn’t discount the word “management.” This guy isn’t just a pencil pushing numbers guy. He’s going to play a major managerial role in the new administration. As a conservative, I like what he’s written and am very enthusiastic about this nomination.

I agree with your prediction that Trump will push for a cut in the corporate tax rate because he’s already been doing exactly that. Those of us who followed the campaign know that he’s proposed cutting it from the current 21% rate to 15%. Whether or not Congress will agree is TBD. He’s also is pushing to extend the personal income tax rates that are in the TCJA which are set to expire next year.

The new Congress convenes in January. President Trump begins his second term on 1/20. Congress will not pass a bill banning abortion and if it did, Trump will veto it. I’ll remind you periodically over the next four years how full asinine your prediction is.

Of course there is no good reason why abortion should be left to the states. It's not one thing in New York and a different thing in Texas.
