The FEC, not states, enforce the Federal Elections Campaign Act. The FEC has never charged Trump with violating the act.

Yep. The State of New York said he violated state laws related to campaign violations, and the state charged him with that aspect of state law violations. The jury considered the totality of those three possibilities, the charges, and the testimony, and made a unanimous decision: guilty.
