I've heard ethics agreement is delaying a lot of the transition work already. 47 has t yet signed it.

If they lack policy authority and budget control it’s a nothing burger. I’m skeptical about this producing any meaningful change. Maybe my skepticism will fade as more details come out.
 
Homeland Security was created so quickly that it created a lot of overlap and redundancy that has yet to be addressed.

I am sure that they will find things that Congress can happily streamline for votes to prove they did something

(almost nest-to-nothing).

In the 45 administration, the approach was craft one regulation, eliminate two.

Efficiency is like Motherhood, hard to attack and not an easy job. My guess is that Musk will hand over some limited cash to the States and hand that financing function to the finance department and sack thousands. The States will fight like cats in a sack for extra funding and the Feds will tell them to raise their own funds. It will be ugly. Some States will do it well, others, very very badly.

Excellent prediction. Relegating government functions to the states without providing sufficient funding seems like a very Musk/Trump thing to do.
 
Well, the executive branch has been put together piecemeal over the centuries and a lot of it doesn't make sense organizationally -- e.g., NOAA is part of the Commerce Department. It might be an improvement if somebody systematically reorganized it along more rational lines.
I read somewhere that NOAA could be on the chopping block

Jim Hacker became Prime Minister in ‘Yes, Prime Minister’.The progressive blob protecting the species and ensuring that the old liberal clique survived. This is certainly not the case post November, 5th there is no Sir Humphrey figure surviving to challenge Elon and Vivek in DOGE.

I am sure you regard the Trump team as uncivilised, uncaring and unclean but they are supported by a majority of the electorate.
