Would crime levels in African-American communities be reduced if we started a government program to help law-abiding black people buy firearms?
The end result of that (the book came out in 1962) was the NRA supported Reagan into signing the Mulford Act in 1967 that restricted access to guns.Hmm, possibly. I just bought a book called Negroes With Guns about an effort to deal with the klan. It is several books down in the stack but look forward to reading it.

Crime level is high because some people who should not own arms do. A background check perhaps? At least try to weed out unstable possible
