This a decent summary of what's being said

I have no proof of any of that except what's being released from the House Committee in media dumps. However, it raises the issue that Joe may have benefited and that he may be directing what's going on from behind the scenes in order to insulate his political future and agenda from any fallout. Whether that's true is yet to be ascertained but it doesn't look good at this point.

If they have sufficient grounds to merit investigations, the willingness or unwillingness of the subjects should not be a factor. A friendly reminder: Trump hasn’t been cooperative either yet that hasn’t prevented any investigations by Congress, the DOJ, and the state of NY. Search warrants, subpoenas, and extensive investigative resources are at the disposal of the FBI and Congress. Perhaps the bigger problem is insufficient evidence of any crimes.

When it comes to the Bidens it’s more about the DOJ and FBI either refusing to follow up on evidence they already have or just plain refuse to initiate grand juries and indict or just plain run out the clock. Referrals to prosecute Comey fell on deaf ears.
