Kennedy went after Bork using civil rights as a false pretense. Bork changed his stance in 1973 on the Hotel issue and civil rights in general but not good enough for Ted Kennedy. Bork was no doubt controversial but also a purest as far as honesty, an originalist when it came to the constitution but was disrespected by Kennedy and liberals in general. Bork's judicial philosophy was as complex as the civil rights issue was at the time.
